Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

This paper describes a computer simulation of reading that is strongly driven by eye fixation data from human readers. The simulation, READER, is a natural language understanding system that reads a text word by word and whose processing cycles on each word have some correspondence with the human gaze duration on that word. READER operates within a newly developed information processing architecture, a Collaborative, Activation‐based, Production System (CAPS) that permits the modeling of the temporal properties of human comprehension. CAPS allows (...) for concurrent, collaborative execution of processes operating at different levels of analysis. As READER encounters each successive word, the word is operated on by processes at the levels of word encoding, lexical access, syntactic and semantic analysis, and referential and schema‐level processes. Like human readers, READER uses a strategy of immediacy of comprehension, attempting to interpret each word as soon as it is encountered, rather than unnecessarily buffering information. A major contribution of this simulation is its use of human performance characteristics in constraining and determining the model's mechanisms. (shrink)

At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multi-national data collected by the International Collaboration on the Social and Moral Psychology of COVID-19 (N = 51,404) to test the predictive efficacy of constructs from (...) social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution—individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar was found for morality as cooperation, symbolized moral identity, self-control, open-mindedness, collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also found a non-negligible variability in the explained variance and predictive contributions with respect to macro-level factors such as the pandemic stage or cultural region. Overall, the results underscore the importance of morality-related and contextual factors in understanding adherence to public health recommendations during the pandemic. (shrink)

The significance of teaching to the evolution of human culture is under debate. We contribute to the discussion by using a quantitative, cross-cultural comparative approach to investigate the role of teaching in the lives of children in two small-scale societies: Aka foragers and Ngandu farmers of the Central African Republic. Focal follows with behavior coding were used to record social learning experiences of children aged 4 to 16 during daily life. “Teaching” was coded based on a functional definition from evolutionary (...) biology. Frequencies, contexts, and subtypes of teaching as well as the identity of teachers were analyzed. Teaching was rare compared to observational learning, although both forms of social learning were negatively correlated with age. Children received teaching from a variety of individuals, and they also engaged in teaching. Several teaching types were observed, including instruction, negative feedback, and commands. Statistical differences in the distribution of teaching types and the identity of teachers corresponded with contrasting forager vs. farmer foundational cultural schema. For example, Aka children received less instruction, which empirically limits autonomous learning, and were as likely to receive instruction and negative feedback from other children as they were from adults. Commands, however, exhibited a different pattern suggesting a more complex role for this teaching type. Although consistent with claims that teaching is relatively rare in small-scale societies, this evidence supports the conclusion that teaching is a universal, early emerging cognitive ability in humans. Attempts to understand farmer conservation behavior based on quantitative socio-demographic, attitude, and awareness variables have been largely inconclusive. In order to understand fully how farmers are making conservation decisions, 32 in-depth interviews were conducted in the Eagle Creek watershed in central Indiana. Coding for environmental attitudes and practice adoption revealed several dominant themes, representing multi-dimensional aspects of environmental attitudes. Farmers who were motivated by off-farm environmental benefits and those who identified responsibilities to others (stewardship) were most likely to adopt (...) conservation practices. Those farmers who focused on the farm as business and were most concerned about profitability were less likely to adopt practices. The notion of environmental stewardship in particular was found to be much more complex than the way it is traditionally measured in quantitative studies. The interplay between on-farm and off-farm benefits to practice adoption is an issue that quantitative studies largely do not address. This study seeks to increase understanding of farmers’ environmental attitudes and the connections to conservation behavior. (shrink)

Beginning farmer initiatives like the USDA’s Beginning Farmer and Rancher Development Program, farm incubators, and small-scale marketing innovations offer new entrant farmers agricultural training, marketing and business assistance, and farmland loans. These programs align with alternative food movement goals to revitalize the anemic U.S. small farm sector and repopulate landscapes with socially and environmentally diversified farms. Yet even as these initiatives seek to support prospective farmers with tools for success through a knowledge dissemination model, they remain mostly individualistic (...) and entrepreneurial measures that overlook structural barriers to productive and economic success within U.S. agriculture. Analysis of the BFRDP’s funding history and discourse reveals a “knowledge deficit” based program focused on the technical rather than the structural aspects of beginning farming. This is contrasted with qualitative analysis of beginning farmer experiences in California’s Central Coast region. The discrepancies between the farmer experiences and national structure of the BFRDP program ultimately reveal a policy mismatch between the needs of some beginning farmers and the programs intended to support them. In this paper we reconsider Adam Smith’s ethics, what he means by self-interest and the role this plays in the famous “invisible hand.” Our efforts focus in part on the misreading of “the invisible hand” by certain economists with a view to legitimizing their neoclassical economic paradigm. Through exegesis and by reference to notions that are developed in Smith’s two major works, we deconstruct Smith’s ideas of conscience, justice, self-interest, and the invisible hand. We amplify Smith’s insistence, through his notions (...) of the virtues, that as human beings, and by analogy, organizations, we are intrinsically social, rather than selfish and or egoistically self-centered. Thus, we have responsibilities to and because of others. We conclude that such a managerialist preoccupation with shareholder value is challenged, if not completely refuted, by taking seriously the social character of Smith’s complex vision of commerce. New entrant policy, literature, and research offers an important angle for exploring where dominant agrarianism is reproduced and contested. As new entrants seek access to land, finance, and expertise, their credibility is filtered through a cultural and policy environment that favors some farming models over others. Thus, seemingly apolitical policy tools geared at getting new people into farming may carry implicit norms of who these individuals should be, how they should farm, and what their values should entail. A normative gaze (...) of farming often masks the financial, cultural, labor relation, and land tenure dimensions that are the underlying drivers of agrarian change. This paper applies social reproduction theory to explore a diversity of social labor processes that new entrant farmers practice to arrive at the point of agricultural production. Interviews with new entrant and successor farmers in Britain (excluding Northern Ireland) are presented first, followed by an analysis of new entrant policy instruments over the last two decades in Scotland. We find that new entrant policy fails to engage with a crisis of social reproduction in the food system because of a commitment to agrarian ideals of the self-sufficient and entrepreneurial farmer. By inviting newcomers into a dynamic of increasing precarious and uncompensated labor, very often by way of family relations, new entrant policy may act as a form of “predatory inclusion.” We argue that to be successful in reproducing the agricultural sector, new entrant farmer policy must be first a policy at attending to relations in the social sphere. Recognizing and supporting the diversified strategies farmers take on to assemble land for production would not only drive more just policy, but set the conditions for a more adaptive food system. Although we may express ourselves less (...) poetically, we have all had the experi- ence of being immediately pleased with some complex object: the dramatic view from a mountain peak, a series of movements in dance, a pretty face. In An Inquiry Concerning Beauty, Order, Harmony, Design, 2 Francis Hutcheson ar- gues that this common phenomenon is the key to understanding beauty.3 The kinds of pleasure heretofore recognized by modern philosophers have been limited to sensible pleasures immediately associated with simple sensations like taste and smells, and rational pleasures mediated by a process of reflection on the advantage that objects may bring us. This limited understanding of plea- sure misses the fact that we often take an immediate pleasure in complex objects that is not reducible to either of these two recognized kinds of plea- sure. Both Adam Smith and Herbert spencer, albeit in quite different ways, have been enormously influential in what we today take to be philosophies of modern capitalism. Surprisingly it is Spencer, not Smith, who is the individualist, perhaps an egoist, and supports a "night watchman" theory of the state. Smith's concept of political economy is a notion that needs to be revisited, and Spencer's theory of democratic workplace management offers a refreshing twist on contemporary libertarianism.

The article, Inside Trading Revisited, has taken the stance that insider trading is neither unethical nor economically inefficient. Attacking my arguments to the contrary developed in an earlier article, The Ethics of Inside Trading (Journal of Business Ethics, 1989) this article constructs careful arguments and even appeals to Adam Smith to justify its conclusions. The book critically explicates the direction and development of Werhane’s thinking based on her erudite and eclectic sampling of orthodox philosophical theories. It starts out with an introductory chapter setting Werhane’s work in the context of the development of Business Ethics theory and practice, along with an illustrative time line. Next, it discusses possible interpretations of the papers that have been divided (...) across a range of themes, and examines Werhane’s contribution to these thematic areas. Patricia H. Werhane is a renowned author and innovator at the intersection of philosophy and Applied Business Ethics. She is professor emerita and a senior fellow at the Olsson Centre for Applied Ethics at Darden and was formerly the Ruffin Professor of Business Ethics. She is also professor emerita at DePaul University, where she was Wicklander Chair in Business Ethics and director of the Institute for Business and Professional Ethics. A prolific author whose works include Moral Imagination and Management Decision-Making and Organization Ethics for Health Care, Werhane is an acclaimed authority on employee rights in the workplace, one of the leading scholars on Adam Smith and founder and former editor-in-chief of Business Ethics Quarterly, the leading journal of Business Ethics. She was a founding member and past president of the Society for Business Ethics and, in 2001, was elected to the executive committee of the Association for Practical and Professional Ethics. Before joining the Darden faculty in 1993, Werhane served on the faculty of Loyola University Chicago and was a Rockefeller Fellow at Dartmouth College and Senior Fellow at Cambridge University. In this article we reconsider strands of Adam Smith’s contribution to the project of the Enlightenment. Many of these, as we shall identify, remain poignant, and valuable observations for the twenty-first century. This sampled reconsideration touches both on how Smith is identified, as well as occasionally misread, as an Enlightenment philosopher/economist; and the extent to which t/his enlightenment survives.

The degree to which Hobbes's citizenry retains its right to resist sovereign power has been the source of a significant debate. It has been argued by a number of scholars that there is a clear avenue for legitimate rebellion in Hobbes's state, as described in the Leviathan - in this work, Hobbes asserts that subjects can retain their natural right to self-preservation in civil society, and that this represents an inalienable right that cannot, under any circumstances, be transferred to the (...) sovereign. The conclusion frequently drawn from this feature of Hobbes's account is that it places a considerable limit on sovereign authority. The right to self-preservation has been taken as proof that Hobbes sought to ensure that the sovereign's power relies upon the continual consent of the individuals that make up his or her constituency. I want to examine Hobbes's account of this civil right in Leviathan in order to show that this line of interpretation is ultimately unfounded. While self-preservation results from the individual's own judgment of threats to her personal safety, it is justified in only the most strictly delineated contexts. Judgments regarding the overall peace and security of the state do not, and cannot, fall to individual experiences and judgments. Hobbes is quite adamant that individuals are not appropriate judges of right and wrong action in matters the sovereign legislates. (shrink)

Understanding factors that motivate farmers to perform conservation behaviors is seen as key to enhancing efforts to address agri-environmental challenges. This study uses survey data collected from 277 farmers in the La Moine River watershed in western Illinois to develop new measures of farmers’ environmental attitudes and examine their influence on current usage of agricultural best management practices. The results suggest that a Dual Interest Theory approach reflecting two separate, competing psychological frames representing a stewardship view of the environment and (...) a farm as a business view of the environment are present within the decision making domain. Using a cluster analysis technique to examine the interaction between these attitude frames reveals four groups of farmers who hold distinct views of the environment. Further exploration of these distinct belief systems reveals little evidence of differences in participation or willingness to participate in agricultural BMPs; however, we observe significant differences between these groups with regard to their willingness to support rural conservation planning priorities that address agri-environmental challenges. Further discussion focuses on the implications of these interactive dual interest typologies and the implications of these findings on efforts to engage farmers in conservation efforts. (shrink)

This essay views Christian doctrines of the atonement in the light of evolution and sociobiology. It argues that most of the doctrines are false because they use a false premise, the historicity of Adam and the Fall. However, two doctrines are not false on those grounds: Abelard’s idea that Jesus’ life is an example and Athanasius’s concept that the atonement changes human nature. Employing evolution’s and sociobiology’s concepts of the egocentric and ethnocentric nature of humanity and the synergy between genes (...) and environments to produce a "nature," this essay shows that these two doctrines can be amalgamated to make sense of the atonement in the late twentieth century. Work-themed play may allow children to learn complex skills, and ethno-typical and gender-typical behaviors. Thus, play may have made important contributions to the evolution of childhood through the development of embodied capital. Using data from Aka foragers and Ngandu farmer children from the Central African Republic, we ask whether children perform ethno- and gender-typical play and work activities, and whether play prepares children for complex work. Focal follows of 50 Aka and 48 Ngandu children were conducted with the aim (...) of recording children’s participation in 12 categories of work and work-themed play. Using these data, we test a set of hypotheses regarding how age, gender, ethnicity, and task complexity influence children’s activities. As hypothesized, we find performance of work-themed play is negatively correlated with age. Contrary to our hypothesis, children do not play more than they work at complex tasks, but they work more than they play at simple ones. Gender and ethnicity are associated with play and work at culturally salient activities, despite availability of other-gender and other-ethnicity social partners. Our findings show that ethnic and gender biases are apparent in the play and work behavior of Aka and Ngandu children. Moreover, our results show that play helps both forager and farmer children learn complex skills, consistent with play having an adaptive learning function. (shrink)

In the early 2000s, the development of local food systems in advanced industrial countries has expanded beyond creation and support of farmers’ markets and community supported agriculture farms and projects to include targeted Buy Local Food campaigns. Non-governmental groups in many U.S. places and regions have launched such campaigns with the intent of motivating and directing consumers toward more local food purchasing in general. This article examines the current manifestations and possibilities for social justice concerns in Buy Local Food campaigns, (...) by considering them within the more general category of “selective patronage“ campaigns. Historical campaign examples, such as Buy Union, Buy American, and Buy Black campaigns, offer instructive comparisons to contemporary consumer campaigns promoting local food. Through examining the construction of threats, intended beneficiaries, products to be avoided, and those to be preferentially selected, the paper demonstrates how selective patronage campaigns have emphasized social justice needs and concerns for designated groups in ways that have been potentially exclusionary of other disadvantaged groups and thus undermining of social justice more broadly. As a contemporary instance of “selective patronage,“ Buy Local Food campaigns exhibit similar contradictory impulses, which are intensified by the conceptual and practical pitfalls in designating “local.“ The article concludes by considering how the challenges and prospects for commitments to social justice in local food consumer campaigns reinforce the importance of emerging initiatives centered on domestic fair trade. This paper discusses prominent examples of what we call “algorithmic anxiety” in artworks engaging with algorithms. In particular, we consider the ways in which artists such as Zach Blas, Adam Harvey and Sterling Crispin design artworks to consider and critique the algorithmic normativities that materialize in facial recognition technologies. Many of the artworks we consider center on the face, and use either camouflage technology or forms of masking to counter the surveillance effects of recognition technologies. Analyzing their works, we argue (...) they on the one hand reiterate and reify a modernist conception of the self when they conjure and imagination of Big Brother surveillance. Yet on the other hand, their emphasis on masks and on camouflage also moves beyond such more conventional critiques of algorithmic normativities, and invites reflection on ways of relating to technology beyond the affirmation of the liberal, privacy-obsessed self. In this way, and in particular by foregrounding the relational modalities of the mask and of camouflage, we argue academic observers of algorithmic recognition technologies can find inspiration in artistic algorithmic imaginaries. Climatologists have a unique role in providing various stakeholders and public data users with weather and climate information. In the north central region of the United States, farmers, the agricultural sector, and policy makers are important audiences for climate science. As local and global climate conditions continue to shift and affect agricultural productivity, it is useful to understand how climatologists view their role as scientists, and how this influences their communication of climate science to agricultural stakeholders. In this study, data (...) from interviews and surveys of state and extension climatologists in the NCR are analyzed to identify perceived roles and responsibilities as scientists and communicators. Pielke’s framework of the idealized roles of scientists and their communication patterns are used to develop a typology of climate science communication. Findings reveal that more than half of climatologists perceive their role to provide information as pure scientists, while some engage in an arbiter role when requested. Fewer climatologists view their role as not only producing new knowledge, but also relating it to society and providing an expanded variety of alternative applications. Climatologists who perceive their role as simply providing information and letting data users interpret its application are missing an opportunity to reduce the gap between what scientists know and farmers believe. This suggests that if climatologists would frame their climate science message in terms of agricultural impacts, hazard mitigation and risk management alternatives they could help the agricultural sector adapt to and mitigate environmental risks from a changing climate. This paper explores the temporal dimension of risks associated with the production, trade and consumption of food. The paper operates at many levels of substantive and theoretical analysis: it focuses on problems for understanding and action that arise from the invisibility of the hazards, explores the effects of those hazards on consumers and sets out the differences in risks that are faced by farmers, processors, traders and consumers. With its emphasis on that which tends to be disattended in conventional social (...) science analysis – the temporal and the invisible – the paper has implications for social theory at the level of ontology and epistemology. Place is central to Vladimir Janković's analysis, so it is highly appropriate that he should focus on England to study the prehistory of quantitative meteorology. Janković's major innovation is to argue that local interests in recording strange weather conditions later became converted into the global concerns of nineteenth‐century scientists. Janković demonstrates convincingly that the activities of provincial naturalists, and their concern with investigating abnormal events to strengthen regional identities, played vital roles in altering the observation and interpretation of weather conditions.Meteorology is a tricky discipline to discuss historically because the word's significance has changed dramatically. In Janković's period, the seventeenth and eighteenth centuries, it embraced diverse celestial phenomena—meteors, comets, and the northern lights as well as rain, snow, and so forth. Rather strangely, considering his historical sensitivity, Janković uses the word “meteorology” throughout, a confusing decision. Well organized into seven distinct chapters, Reading the Skies opens by examining how traditional beliefs fashioned weather reports and includes a fine investigation of the political and religious implications of extraordinary phenomena. The central section explores the importance of regional interests in recording weather characteristics for local natural histories. Clergymen were particularly important in maintaining research traditions based on provincial pride, and the career of an erudite Cornish naturalist, Reverend William Borlase, illustrates the relationships between national and local concerns. The final two chapters concentrate on changes toward the end of the period, discussing how agricultural requirements and the demands of metropolitan chemical reformers resulted in shifts away from localized studies based on classical principles. In the early nineteenth century specialized experts and instrument makers were converting the whole world and its atmosphere into their laboratory. They sought to measure ordinary weather accurately so that they could build causal, predictive models.As in many good books, a third is taken up with notes and bibliographies. This type of research involves retrieving fleeting references from a wide range of texts, and the succinct, scholarly prose relies on an impressive breadth of reading. The intriguing illustrations are supplemented by text boxes—framed lists of articles, peoples, and episodes that would normally be relegated to an appendix but that here provide valuable visual evidence to support an argument. Nevertheless, since Reading the Skies claims to be “a cultural history,” it is disconcerting to find that artistic and literary sources have been deliberately excluded. This is very much a gentlemanly account. Little attention is paid to the farmers, laundresses, and other workers for whom weather vagaries were not just diary items but held a very real and practical significance. Women are also absent, even though many men held witches responsible for the unpredictable and freakish behavior of unruly female nature.This is a learned study that engages with historiographical issues yet also provides a wealth of detailed primary information. It empathetically reconstructs the preoccupations of English provincial gentlemen who then, as now, were convinced that England's weather was deteriorating. (shrink)

A fact of life for farmers, hunter-gatherers, and fishermen in the rural parts of the world are that crops fail, wild resources become scarce, and winds discourage fishing. In this article we approach subsistence risk from the perspective of "coexistence thinking," the simultaneous application of natural and supernatural causal models to explain subsistence success and failure. In southwestern Madagascar, the ecological world is characterized by extreme variability and unpredictability, and the cosmological world is characterized by anxiety about supernatural dangers. Ecological (...) and cosmological causes seem to point to different risk minimizing strategies: to avoid losses from drought, flood, or heavy winds, one should diversify activities and be flexible; but to avoid losses caused by disrespected spirits one should narrow one's range of behaviors to follow the code of taboos and offerings. We address this paradox by investigating whether southwestern Malagasy understand natural and supernatural causes as occupying separate, contradictory explanatory systems (target dependence), whether they make no categorical distinction between natural and supernatural forces and combine them within a single explanatory system (synthetic thinking), or whether they have separate natural and supernatural categories of causes that are integrated into one explanatory system so that supernatural forces drive natural forces (integrative thinking). Results from three field studies suggest that (a) informants explain why crops, prey, and market activities succeed or fail with reference to natural causal forces like rainfall and pests, (b) they explain why individual persons experience success or failure primarily with supernatural factors like God and ancestors, and (c) they understand supernatural forces as driving natural forces, so that ecology and cosmology represent distinct sets of causes within a single explanatory framework. We expect that future cross-cultural analyses may find that this form of "integrative thinking" is common in unpredictable environments and is a cognitive strategy that accompanies economic diversification. A study of a watershed planning process in the Cache River Watershed in southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups (...) generally opposed one another regarding wetland drainage. Their common identity as “property owner” consolidated the power wielded locally by large farmers. It also provided an instrument – the planning document – for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies’ capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many small-holders, and simultaneously disempowered them as actors in the region’s political economy. (shrink)

Whereas many evolutionary models emphasize within-group cooperation or between-group competition in explaining human large-scale cooperation, recent work highlights a critical role for intergroup cooperation in human adaptation. Here we investigate intergroup cooperation in the domain of shotgun hunting in northern Republic of the Congo. In the Congo Basin broadly, forest foragers maintain relationships with neighboring farmers based on systems of exchange regulated by norms and institutions such as fictive kinship. In this study, we examine how relationships between Yambe farmers and (...) BaYaka foragers support stable intergroup cooperation in the domain of shotgun hunting. In the study village, shotgun hunting is based on a specialization-based exchange wherein Yambe farmers contribute shotguns and access to markets to buy cartridges and sell meat while BaYaka foragers contribute their specialized forest knowledge and skill. To understand how costs and benefits are distributed, we conducted structured interviews with 77 BaYaka hunters and 15 Yambe gun owners and accompanied hunters on nine hunting trips. We found that hunts are organized in a conventional manner within a fictive kinship structure, consistent with the presence of intercultural mechanisms to stabilize cooperation. However, because bushmeat demand is high, gun owners can gain significant cash profit, while compensating hunters only with cigarettes, alcohol, and a traditional hunter’s portion of meat. To level payoffs, hunters strategically hide kills or cartridges from gun owners to feed their own families. Our results illustrate how each group prioritizes different currencies (e.g., cash, meat, family, intergroup relations) and provide insights into how intergroup cooperation is stabilized in this setting. The example of this long-standing intergroup cooperative system is discussed in terms of its contemporary entwinement with logging, the bushmeat trade, and growing market intersection. (shrink)

Antimicrobial resistance (AMR) has become one of the defining challenges of the twenty-first century. Food production and farming are a key if troubling component of that challenge. Livestock production accounts for well over half of annual global consumption of antimicrobials, though the contribution of the sector to drug resistance is less clear. As a result, there is an injunction to act in advance of incontrovertible evidence for change. In this paper we engage with the role of market actors in the (...) precautionary regulation of farming practices and AMR threats. The paper takes the UK poultry sector as exemplary of an audit-led process that has, in recent years, achieved impressive reductions in antimicrobial use. Using qualitative interview data with farmers and veterinarians we chart the changing practices that have accompanied this reduction in treatments. We use this analysis to raise some cautions around audit-led systems of regulation. Audits can lock farms and animals into particular versions of farming and animal health; they can elevate harmful compensatory practices (including disinfectant uses); and they can reproduce an actuarial approach to an issue that does not fit the conventions of risk management. The paper presents the considerable successes that have been achieved over a short period of time in a livestock sector, while generating notes of caution concerning the audit-led management of livestock-related AMR threats. Despite concerns of consumer protection andenvironmental groups that the use of geneticallyproduced growth hormone in milk-producing cows mayadversely impact the safety of the milk supply,scientific evidence and governmental findings from theUSA appear to indicate that milk fromtreated cows is identical in quality, taste, andnutritional value to milk from untreated cows. Limitedexperience to date in the USA demonstrateslittle consumer resistance to milk from cows that havereceived the growth hormone, which can lead to a 15%increase in milk production. In fact, if there (...) is noperceived differentiation between the two forms ofmilk, the issue offers little choice to consumers atlarge, and may result in economic benefit only toselected dairy farmers, as well as the producers ofthe genetically produced growth hormone. Thissituation in the USA may be an example ofdysfunctional technology transfer, with desirablebenefits to a few, and as yet unknown benefits to thesociety. The USA has taken a bold move inapproving the use of bovine growth hormone in milk-producing cows, while the European Union has takena divergent approach by enacting lengthy moratoriumsagainst its use. The basic lesson to be learned fromthe bST case is that lack of awareness amonggovernment officials and the public at large serves asa significant impediment to the adoption of newtechnologies.
